Bulk patch project (patch)

Bulk patch multiple projects. Refer to Microsoft's JsonPatch in ASP.NET Core web API for more examples.

Once a project or requests is patched, a list of async action IDs is returned. This can be used via the Async Action endpoint to determine progress of the bulk patch action.
