Returns the aggregated GeneralSettings payload that powers the
Seismic admin "About this tenant" dashboard. The response includes
tenant identity and licensing metadata, enabled add-ons, current
authentication configuration, and designated tenant contacts.
Tenant is derived from the authenticated user token — do not pass
tenant as a path or query parameter.
Rate limit: Tier 2 (60 requests/minute per tenant).
