Operate workflow

Operate workflows of an engagement, supporting operations are Submit, Cancel. Use submit to start the approval workflow that applies to the engagement, sending it to the reviewers of the first step, and use cancel to stop the workflows that are currently running for the engagement. The response lists the identifiers of the affected workflows.
